Add Cream and Condensed Milk
Once the milk boils, reduce the heat to low and add 1 cup of heavy cream and 1 cup of condensed milk. Stir well to combine.

Sweeten and Flavor
Add 1 tablespoon of sugar and 1 teaspoon of cardamom powder to the mixture. Stir until the sugar dissolves completely.

Simmer the Mixture
Continue to simmer the mixture on low heat for about 30 minutes, stirring occasionally. The mixture should reduce and thicken.

Add Nuts and Saffron
After 30 minutes, add the chopped pistachios, chopped almonds, and a pinch of saffron strands. Stir well to incorporate all the ingredients.
Freezing

Cool the Mixture
Remove the saucepan from heat and allow the mixture to cool to room temperature.

Pour into Mold
Once cooled, pour the kulfi mixture into kulfi molds or small cups. If using cups, insert wooden sticks into the center of each cup.

Freeze
Place the molds or cups in the freezer. Freeze for at least 6 hours, or until the kulfi is completely set.

Serve
To serve, remove the kulfi from the molds by running warm water over the outside of the molds for a few seconds. Serve immediately, garnished with additional chopped nuts if desired.
