    In a large mixing bowl, combine the all-purpose flour, semolina, and baking powder. Mix well to ensure even distribution of the baking powder.

    Add the ghee to the dry mixture and rub it between your palms to incorporate it into the flour until the mixture resembles coarse crumbs.

    Kneading the Dough

    Gradually add water to the flour mixture, kneading until a soft and pliable dough forms. Cover the dough with a damp cloth and let it rest for about 30 minutes.

    In a small bowl, combine the chopped nuts, cardamom powder, sugar, and raisins. Mix well to create the filling.

    Making the Syrup

    In a saucepan, combine sugar and water. Bring to a boil, stirring until the sugar dissolves. Reduce the heat and let it simmer for 5-7 minutes until slightly thickened.
