Make the Biscuits
Preheat the oven to 425°F (220°C). In a large bowl, combine flour, baking powder, baking soda, and salt. Cut in butter until the mixture resembles coarse crumbs. Stir in buttermilk until just combined. Turn the dough onto a floured surface and knead gently. Roll out to 1-inch thickness, cut into rounds, and place on a baking sheet. Bake for 15-20 minutes until golden brown.

Prepare the Gravy
In a large skillet, cook the bacon until crispy. Remove and crumble, leaving the grease in the pan. Add sausage to the skillet and cook until browned. Sprinkle in 1 tablespoon of flour, stirring for 1 minute. Gradually add milk, whisking to avoid lumps. Cook until the gravy thickens. Season with black pepper to taste.

Assemble the Dish
Split the biscuits in half, ladle the sausage gravy over the top, and place the cooked eggs on the side. Garnish with crumbled bacon.
