Preheat the Oven
Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, granulated sugar, unsweetened cocoa powder, baking powder, baking soda, and salt. Whisk together until well combined.

Incorporate Boiling Water
Stir in the boiling water carefully (the batter will be thin). Mix until thoroughly combined.

Bake the Cakes
Divide the batter evenly between the prepared pans. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Cool the Cakes
Once baked, remove the cakes from the oven. Let them cool in the pans for 10 minutes, then transfer to wire racks to cool completely.

Prepare the Frosting
In a medium bowl, beat the unsalted butter until creamy. Gradually add the unsweetened cocoa powder and powdered sugar, alternating with the whole milk, until the desired consistency is reached.

Stir in the vanilla extract until fully incorporated.

Frost the Cake
Once the cakes are completely cooled, place one layer on a serving plate. Spread a layer of frosting on top, then place the second layer on top and frost the top and sides of the cake.
