Prepare the chiles
Roast the fresh green chiles over an open flame or under a broiler until the skin is charred and blistered. Once roasted, place them in a plastic bag for about 10 minutes to steam, then peel off the skins, remove the seeds, and chop them coarsely.

Combine ingredients
Add the roasted green chiles, diced tomatoes, ground cumin, salt, and black pepper to the pot. Stir to combine.

Pour in the chicken or vegetable broth and bring the mixture to a boil. Reduce the heat and let it simmer for about 30 minutes, allowing the flavors to meld.
