Make the Dough
In a bowl, combine warm water, sugar, and yeast. Let it sit for 5-10 minutes until frothy. In a large mixing bowl, combine flour and salt. Mix in the yeast mixture and vegetable oil. Knead until smooth. Cover and let rise for 1 hour.

Prepare the Filling
In a mixing bowl, combine ground pork, green onions, garlic, ginger, soy sauce, sesame oil, salt, and black pepper. Mix until well combined.

Assemble the Buns
Once the dough has risen, punch it down and divide it into 10 equal pieces. Roll each piece into a circle, place a spoonful of filling in the center, and pinch the edges to seal. Repeat with remaining dough and filling.

Cooking the Buns
To steam, place buns in a steamer basket lined with parchment paper and steam for 15-20 minutes. For pan-fried, heat oil in a skillet, add buns, and fry until golden, then add water to the pan and cover to steam for an additional 10 minutes.
