Prepare the Filling
In a mixing bowl, combine ground beef, chopped celery, minced garlic, minced ginger, soy sauce, sesame oil, salt, black pepper, and green onions. Mix well until all ingredients are fully incorporated.

Make the Dumplings
Take a dumpling wrapper and place about 1 tablespoon of the filling in the center. Moisten the edges with water, fold the wrapper over to create a half-moon shape, and pinch the edges to seal. Repeat until all filling is used.

Cooking Methods
To steam: Arrange dumplings in a steamer basket lined with parchment paper and steam over boiling water for about 15 minutes. To pan fry: Heat a non-stick skillet with a little oil, add dumplings, and fry until the bottoms are golden brown. Then, add a few tablespoons of water, cover, and steam for about 5-7 minutes until cooked through.
