Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and garlic powder. Whisk together until evenly mixed. Gradually add the ice-cold water while whisking until the batter is smooth and thick enough to coat the back of a spoon.

Heat the Oil
In a large deep skillet or frying pan, add the vegetable oil and heat it over medium-high heat until hot (about 350°F or 175°C).

Coat and Fry the Mushrooms
Dip each mushroom cap into the batter, allowing excess batter to drip off. Carefully place the battered mushroom in the hot oil. Fry in batches to avoid overcrowding, cooking for about 3-4 minutes or until golden brown and crispy.

Using a slotted spoon, remove the fried mushrooms from the oil and place them on a plate lined with paper towels to drain excess oil. Serve immediately while hot, optionally with a dipping sauce.
