Method
Preparing the Chuck Patty

Mix the Patty Ingredients
In a mixing bowl, combine the ground chuck beef, salt, black pepper, garlic powder, and onion powder. Mix until just combined, being careful not to overwork the meat.

Divide the mixture into two equal portions and shape each into a patty about 3/4 inch thick.

Cook the Patties
Heat a skillet over medium-high heat and cook the patties for about 4-5 minutes on each side, or until they reach your desired level of doneness.
Cooking the Rice

Rinse the Rice
Rinse the long-grain rice under cold water until the water runs clear.

Cook the Rice
In a saucepan, combine the rinsed rice and 2 cups of water. Bring to a boil, then reduce the heat to low, cover, and simmer for 15-20 minutes, or until the rice is tender and the water is absorbed.

In a non-stick skillet, melt 1 tablespoon of butter over medium heat.

Add the Broth
Slowly add the beef broth while whisking to prevent lumps. Bring to a simmer.

Add soy sauce, salt, and black pepper to taste. Cook for an additional 2-3 minutes until the gravy thickens.
Assembling the Loco Moco

Plate the Dish
On a plate, place two scoops of steamed rice, top with the cooked chuck patty, then add the fried eggs on top.

Generously pour the gravy over the entire dish, covering the rice, patty, and eggs.
