In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Whisk together until evenly combined.

Add Sparkling Water
Gradually pour in the cold sparkling water while whisking to create a smooth batter. Ensure there are no lumps and let the batter sit for about 15 minutes.

Heat the Oil
In a large deep frying pan or Dutch oven, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). Use a thermometer for accuracy.

Coat the Fish
Dip each fish fillet into the batter, ensuring they are well coated. Let any excess batter drip off.

Fry the Fish
Carefully place the battered fish fillets into the hot oil, frying them in batches if necessary. Fry for about 5-7 minutes, or until golden brown and cooked through. Use a slotted spoon to remove them from the oil and place them on a paper towel-lined plate to drain excess oil.
