Mix Dry Ingredients
In a large mixing bowl, combine all-purpose flour, cornmeal, baking powder, salt, and black pepper. Whisk together until well combined.

Prepare Wet Ingredients
In another bowl, whisk together milk and egg until smooth. Stir in the corn kernels and chopped green onions.

Combine Mixtures
Pour the wet ingredients into the dry ingredients and mix until just combined. Be careful not to overmix; a few lumps are okay.
Frying

Heat Oil
In a large frying pan, heat the vegetable oil over medium heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles, it's ready.

Fry Fritters
Using a tablespoon, drop spoonfuls of the batter into the hot oil, leaving enough space between each fritter. Fry until golden brown, about 3-4 minutes per side.

Drain Excess Oil
Once cooked, remove the fritters from the oil and place them on a paper towel-lined plate to drain excess oil.
Serving
