Prepare Chalupa Base

Make the Dough
In a large bowl, mix together the flour, baking powder, and salt. Gradually add water and olive oil, mixing until a soft dough forms. Knead the dough for a few minutes until smooth.

Shape and Cook
Divide the dough into equal portions (about 6). Roll each portion into a circle about 1/4 inch thick. Heat a skillet over medium-high heat and cook each circle for 2-3 minutes on each side, or until golden brown and slightly puffed.

Prepare the Toppings
In a bowl, combine chopped romaine, anchovy fillets, cherry tomatoes, red onion, lemon juice, and olive oil. Season with salt and black pepper to taste.

Place the cooked chalupa base on a plate, top it generously with the romaine mixture, and sprinkle grated Parmesan cheese on top. Serve immediately.
