Cook the Penne Pasta
In a large pot, bring salted water to a boil. Add the penne pasta and cook according to package instructions until al dente. Drain the pasta and set aside.

Sauté Aromatics
In a large skillet, heat the olive oil over medium heat. Add the minced garlic and chopped shallots, and sauté for about 2-3 minutes until they are soft and fragrant.

Add Red Pepper Flakes
Stir in the crushed red pepper flakes and cook for an additional 30 seconds to release their flavor.

Deglaze with Vodka
Pour in the vodka and bring the mixture to a simmer. Allow it to cook for about 3-4 minutes, stirring occasionally, to reduce the alcohol content.

Incorporate Tomatoes
Add the canned crushed tomatoes to the skillet and stir well. Let it simmer for 10 minutes, allowing the flavors to meld together.

Add Cream and Cheese
Reduce the heat to low and stir in the heavy cream and grated Parmesan cheese. Cook for another 3-4 minutes until the sauce is creamy and smooth.

Combine Pasta and Sauce
Add the cooked penne pasta to the skillet and toss well to coat the pasta evenly with the vodka sauce.

Season and Garnish
Season with salt and black pepper to taste. Garnish with chopped fresh basil before serving.
