Prepare the Dough
In a large bowl, combine the all-purpose flour, cocoa powder, granulated sugar, and salt. Mix well.

Incorporate Butter
Add the unsalted butter to the flour mixture and blend until crumbly.

Add Egg Yolk and Liquids
Stir in the egg yolk, white wine (or vinegar), and water until a dough forms. Knead the dough on a floured surface until smooth, about 5 minutes.

Chill the Dough
Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.

Roll Out and Cut
After chilling, roll the dough out to about 1/8 inch thickness. Cut into circles (about 4 inches in diameter).

Shape the Shells
Wrap each circle around a metal cannoli tube and seal the edges with a little water.

Fry the Shells
In a large pot, heat vegetable oil to 375°F (190°C). Fry the dough tubes until golden brown, about 2-3 minutes. Remove and drain on paper towels. Let cool before removing the tubes.

In a mixing bowl, combine the whole milk ricotta cheese and powdered sugar. Mix until smooth.

Stir in the vanilla extract and mini chocolate chips until evenly distributed.

Using a pastry bag or spoon, fill the cooled cannoli shells with the ricotta filling.
