    Cook the Macaroni

    In a large pot of boiling salted water, cook the elbow macaroni according to package instructions until al dente. Drain and set aside.

    Make the Cheese Sauce

    In a medium saucepan, melt the butter over medium heat. Stir in the flour and cook for about 1 minute, stirring constantly, until it forms a paste (roux). Gradually whisk in the milk, and continue to whisk until the sauce thickens and comes to a simmer.

    Add Cheese and Seasonings

    Remove the saucepan from heat and stir in the shredded cheddar cheese until melted. Season with salt, black pepper, garlic powder, and paprika.

    Combine and Serve

    Add the drained macaroni to the cheese sauce and stir until well coated. Serve warm as a side dish.
