Prepare the Batter
In a mixing bowl, combine the flour, cornstarch, and salt. Gradually add cold water, whisking until smooth.

Fry the Jalapenos
Heat the vegetable oil in a deep pan over medium heat. Dip the sliced jalapenos into the batter, then carefully place them in the hot oil. Fry until golden brown, about 2-3 minutes. Remove and drain on paper towels.

Form the Patty
In a bowl, combine the ground beef with salt and pepper. Form the mixture into a patty, about 3/4 inch thick.

Add Cheese
In the last minute of cooking, place the American and habanero cheese slices on top of the patty to melt.
Assemble the Burger

Build the Rodeo Burger
On the bottom half of each brioche bun, place a generous scoop of the braised short rib, followed by the beef patty with melted cheese, a drizzle of BBQ sauce, and top with fried jalapenos. Place the top half of the bun to complete the burger.
