    Make the Dough

    In a large mixing bowl, combine all-purpose flour and salt. Cut in the unsalted butter until the mixture resembles coarse crumbs. Gradually add cold water, one tablespoon at a time, mixing until the dough comes together. Form the dough into a ball, wrap in plastic wrap, and refrigerate for at least 30 minutes.

    Prepare the Filling

    In a skillet over medium heat, sauté the chopped onion and minced garlic until translucent. Add the ground beef, breaking it apart with a spatula, and cook until browned. Stir in the chopped bell pepper, tomato sauce, olives, cumin, paprika, salt, and pepper. Cook for about 10 minutes until heated through. Remove from heat and fold in the chopped hard-boiled eggs. Allow the filling to cool slightly.

    Assemble the Pastel

    Preheat the oven to 375°F (190°C). Roll out the chilled pastry dough on a floured surface to about 1/8-inch thickness. Cut out two large circles to fit your baking pan. Place one circle in the pan, fill with the beef mixture, and cover with the second circle. Seal the edges by crimping with a fork. Brush the top with egg wash.

    Bake in the preheated oven for 30-35 minutes or until the pastry is golden brown. Let cool for 10 minutes before slicing and serving.
