Brown the beef
Heat 2 tablespoons oil in a large heavy-bottomed pot over medium-high heat. Pat beef dry and season with 1 teaspoon salt and 1/2 teaspoon black pepper. Working in batches so as not to crowd the pan, brown beef cubes on all sides until well seared (3–5 minutes per batch). Transfer browned beef to a bowl and set aside.

Sauté onion and garlic
Add remaining 1 tablespoon oil to the same pot. Reduce heat to medium. Add chopped onion and sauté until soft and translucent, about 6–8 minutes. Add minced garlic and cook 30–60 seconds until fragrant, taking care not to burn.

Build the stew
Return the browned beef to the pot. Stir in tomato paste and cook 1–2 minutes, stirring, to slightly caramelize. Add 1.2 liters water (or enough to cover meat by about 1 inch), the pierced dried limes, remaining 1 teaspoon salt, and remaining 1/2 teaspoon black pepper. Bring to a gentle boil, then reduce heat to low, cover partially, and simmer for 60–75 minutes until beef is tender. Skim foam or excess fat from the surface as needed.

Fry the herbs
In a wide skillet, heat 3 tablespoons oil over medium heat. Add the chopped herb mixture in batches if necessary and fry gently, stirring frequently, until the herbs darken in color and reduce in volume and release a nutty aroma—about 8–12 minutes total. Be careful to avoid burning; lower heat if browning too fast. Stir in dried fenugreek (or kasuri methi) in the last minute. The herbs should be cooked through and slightly crisped in places.

Combine herbs with stew
Spoon the fried herb mixture into the stew pot when the beef is tender (after about 60–75 minutes). Stir to combine, cover, and simmer gently for another 30–40 minutes so flavors meld and the herbs integrate into the sauce. Taste and adjust seasoning.

Add beans and finish cooking
About 10–15 minutes before serving, add the drained and rinsed red kidney beans to the pot and stir. Simmer gently until beans are heated through and flavors marry, about 10–15 minutes.

Adjust acidity and seasoning
Pierced dried limes will have imparted a tangy, slightly bitter flavor. Taste the stew. If more brightness is needed, add up to 1 tablespoon fresh lemon juice. If the dried lime made the stew too bitter, stir in 1/2 teaspoon sugar to balance. Adjust salt to taste.

Serve
Remove the pierced dried limes before serving, or leave whole for presentation and instruct diners to avoid eating the dried lime shells. Serve Ghormeh Sabzi hot over steamed basmati rice (or with flatbread). Garnish with extra chopped fresh herbs if desired.
