Cook the Pasta
In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente, usually about 8-10 minutes. Drain and set aside.

Prepare the Cheese Sauce
In the same pot, melt the unsalted butter over medium heat. Once melted, add the all-purpose flour and whisk continuously for about 2 minutes until it forms a roux.

Add Milk
Gradually add the whole milk to the roux while whisking to prevent lumps. Continue to cook, stirring frequently, until the mixture thickens, about 5-7 minutes.

Incorporate Cheese and Seasonings
Remove the pot from heat and gradually stir in the shredded white cheddar cheese until fully melted. Season the cheese sauce with salt, black pepper, garlic powder, onion powder, and paprika.

Combine Pasta and Sauce
Add the cooked macaroni to the cheese sauce and stir until the pasta is evenly coated. If desired, you can add more cheese on top for an extra cheesy finish.

Serve
Transfer the mac and cheese to a large serving platter. Optionally, you can serve it with a side of spicy chipotle sauce for those who prefer a kick.
