Cook the fries
Preheat oven to 425°F (220°C) if baking, or heat oil in a deep skillet or fryer to 350°F (175°C) if frying. Spread frozen or fresh-cut fries in a single layer on a baking sheet lined with parchment and drizzle with 1–2 tablespoons of vegetable oil and season with 1 tsp salt and 1/2 tsp black pepper if baking. Roast 20–25 minutes, turning once, until golden and crisp. If frying, fry in batches 3–5 minutes until golden brown, drain on paper towels and immediately season with 1 tsp salt and 1/2 tsp black pepper.

Season shrimp
Pat shrimp dry with paper towels. In a bowl toss shrimp with 1 tablespoon olive oil, 1/2 tsp smoked paprika, 1/2 tsp garlic powder, 1/4 tsp cayenne, and 1/2 tsp salt until evenly coated. Let sit 5 minutes.

Cook shrimp
Heat a large nonstick skillet over medium-high heat. Add the seasoned shrimp in a single layer and cook 1.5–2 minutes per side (depending on size) until opaque and just cooked through. Remove shrimp to a bowl and squeeze 1 tablespoon lemon juice over them. Keep warm.

Make the creamy sauce
In a small bowl whisk together 1/4 cup mayonnaise, 1/4 cup sour cream, 1 tsp hot sauce, 1 tsp lime juice, 1/4 tsp smoked paprika (optional), and 1/4 tsp salt until smooth. Taste and adjust heat/salt. Set aside.

Assemble and melt cheese
Place cooked fries on an ovenproof platter or sheet. Scatter 1 cup shredded cheddar and 1/2 cup Monterey Jack evenly over the fries. Return to a 400°F (200°C) oven or under a preheated broiler on low setting for 2–4 minutes, watching closely, until cheese is melted and bubbly.

Top and serve
Remove cheesy fries from the oven. Arrange the cooked shrimp evenly over the melted cheese. Drizzle the creamy sauce over the shrimp and fries (or serve on the side). Sprinkle sliced green onions, pickled jalapeños, and chopped cilantro over the top. Finish with a light grind of cracked black pepper and serve with lime wedges for squeezing. Serve immediately so fries stay crisp.
