Prepare the Oven and Pans
Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large bowl, sift together flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Incorporate Boiling Water
Carefully stir in the boiling water until the batter is smooth.

Bake the Cake
Divide the batter evenly between the prepared pans and bake for 30-35 minutes, or until a toothpick comes out clean.

Cool the Cake
Let the cakes cool in the pans for 10 minutes, then transfer to wire racks to cool completely.

Heat the Cream
In a small saucepan, heat the heavy cream over medium heat until it just begins to simmer.

Melt the Chocolate
Remove from heat and add the chopped chocolate to the cream. Let it sit for 5 minutes, then stir until smooth.

Chill the Mixture
Refrigerate the chocolate mixture for at least 2 hours until it firms up.

Form Truffles
Once chilled, scoop out small portions and roll them into balls. Roll in cocoa powder to coat.

Blend the Coulis
Remove from heat and blend the mixture until smooth. Strain through a fine-mesh sieve to remove seeds.

Stir in lemon juice and let cool before serving.
