Prepare the Marinade
In a small bowl, combine the soy sauce, sesame oil, rice vinegar, grated ginger, minced garlic, and a pinch of salt and pepper. Whisk until well combined.

Marinate the Tuna
Place the fresh tuna steak in a shallow dish and pour the marinade over it. Ensure the tuna is well-coated. Cover and refrigerate for at least 30 minutes, or up to 2 hours for a stronger flavor.

Prepare the Sesame Seed Coating
In a small bowl, mix together the black and white sesame seeds. Set aside.

Sear the Tuna
Heat a non-stick skillet over high heat. Remove the tuna from the marinade (discard the marinade) and pat dry with a paper towel. Sprinkle the sesame seed mixture on all sides of the tuna to coat it evenly. Sear the tuna for about 30 seconds to 1 minute on each side, until the outside is golden brown but the inside is still rare.

Slice and Serve
Transfer the seared tuna to a cutting board. Using a sharp knife, slice it into thin strips. Arrange the slices on a plate, garnish with chopped green onions and a dollop of wasabi on the side. Serve immediately.
