Prepare the Shrimp
Rinse the shrimp under cold water and pat them dry with paper towels.

Make the Tempura Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the ice water until the batter is smooth and slightly thick.

Heat the Oil
In a deep skillet or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can check the temperature with a thermometer or by dropping a small amount of batter into the oil; it should sizzle immediately.

Batter the Shrimp
Dip each shrimp into the tempura batter, ensuring it is fully coated. Allow any excess batter to drip off.

Fry the Shrimp
Carefully place the battered shrimp into the hot oil in batches, making sure not to overcrowd the pan. Fry for about 2-3 minutes on each side or until golden brown and crispy.

Drain and Serve
Using a slotted spoon, remove the fried shrimp from the oil and place them on a plate lined with paper towels to drain excess oil. Serve immediately with lemon wedges and cocktail sauce on the side.
