Make the Filling
In a large skillet, heat olive oil over medium heat. Add chopped onion, green bell pepper, and minced garlic. Sauté until the vegetables are softened, about 5 minutes.

Add ground beef to the skillet. Cook until browned, breaking it apart with a spoon, about 7-10 minutes.

Stir in cumin, paprika, salt, and black pepper. Cook for an additional 2 minutes. Remove from heat and let it cool.

Assemble the Empanadas
Preheat the oven to 400°F (200°C). Roll out the empanada dough on a floured surface. Cut out circles (about 4-5 inches in diameter).

Place a tablespoon of the beef filling in the center of each dough circle. Fold the dough over to create a half-moon shape and seal the edges by pressing down with a fork.

Arrange the empanadas on a baking sheet lined with parchment paper. Bake in the preheated oven for 20-25 minutes until golden brown.
