Prepare the Calamari
In a bowl, combine flour, cornstarch, salt, and black pepper. Dredge the calamari rings in the flour mixture until evenly coated.

Heat the Oil
In a large skillet, heat the olive oil over medium-high heat until shimmering.

Fry the Calamari
Carefully add the coated calamari to the hot oil in batches, frying until golden brown and crispy, about 2-3 minutes per batch. Remove and drain on paper towels.

Sauté the Banana Peppers
In the same skillet, reduce heat to medium and add the sliced banana peppers. Sauté for 2-3 minutes until tender.

Make the Champagne Butter
Add the butter to the skillet with the banana peppers and let it melt. Stir in the champagne vinegar and cook for an additional minute.
