Prepare the Calamari
In a mixing bowl, combine the all-purpose flour, cornstarch, salt, black pepper, garlic powder, and cayenne pepper. Mix well.

Coat the Calamari
Dredge the calamari rings in the flour mixture until evenly coated. Shake off any excess flour.

Heat the Oil
In a large pot or deep fryer, heat the oil to 350°F (175°C).

Fry the Calamari
Fry the calamari in batches for about 2-3 minutes or until golden brown. Remove with a slotted spoon and drain on paper towels.

Make the Champagne Garlic Butter
In a saucepan, melt the unsalted butter over medium heat. Add the sliced banana peppers and sauté for 2-3 minutes. Stir in the champagne vinegar and chopped mint, cooking for an additional minute.
