Prepare the Marinade
In a mixing bowl, combine the soy sauce, olive oil, minced garlic, brown sugar, black pepper, salt, and lime juice. Whisk until the brown sugar is dissolved.

Marinate the Steak
Place the flank steak in a large resealable plastic bag or shallow dish. Pour the marinade over the steak, ensuring it is well coated. Seal the bag or cover the dish and refrigerate for at least 1 hour, preferably overnight.

Cook the Rice
In a medium saucepan, combine the long-grain rice, water, and salt. Bring to a boil over high heat. Once boiling, reduce heat to low, cover, and simmer for 15-20 minutes or until the rice is tender and water is absorbed. Remove from heat and let it sit covered for 5 minutes.

Make the Cheese Sauce
In a saucepan over medium heat, melt the butter. Whisk in the flour and cook for 1-2 minutes until lightly golden. Gradually add the milk, whisking constantly until the mixture thickens, about 5 minutes. Stir in the cheddar cheese, salt, and black pepper until the cheese is melted and smooth.
