Cook the Hash Browns
In a large skillet, heat the vegetable oil over medium-high heat. Add the frozen hash browns in an even layer; season with salt and black pepper. Cook undisturbed for about 5-7 minutes until the bottom is golden brown. Flip the hash browns and cook for an additional 5-7 minutes until crispy and fully cooked.

Scramble the Eggs
In a bowl, whisk together the eggs, milk, salt, and pepper until well combined. In a separate non-stick skillet, melt the butter over medium heat. Pour the egg mixture into the skillet and gently stir with a spatula as the eggs begin to set. Continue to cook until the eggs are soft and slightly runny, about 3-4 minutes. Remove from heat.
