Prepare the Artichokes
If using canned artichoke hearts, drain and rinse them. If using frozen, thaw and drain. Chop coarsely.

Mix the Batter
In a large bowl, combine the chopped artichokes, grated Parmesan cheese, flour, eggs, minced garlic, chopped green onions, baking powder, salt, and black pepper. Mix until well combined.

Heat the Oil
In a large skillet, heat oil over medium heat. You want enough oil to cover the bottom of the skillet.

Fry the Fritters
Using a spoon or small scoop, drop spoonfuls of the batter into the hot oil. Fry for about 3-4 minutes on each side or until golden brown. Remove and drain on paper towels.

Make the Lemon Aioli
In a small bowl, mix together mayonnaise, lemon juice, minced garlic, salt, and pepper to taste. Adjust lemon juice according to preference.

Serve
Serve the fritters warm with lemon aioli on the side for dipping.
