Prepare the Brownie Batter
Preheat your oven to 350°F (175°C). In a medium bowl, melt the butter and mix in the cocoa powder. Stir in the sugar, eggs, vanilla, and salt until well combined. Gradually add the flour until just mixed.

Bake the Brownies
Pour the brownie batter into a greased 9x13 inch baking pan and bake for 25-30 minutes or until a toothpick inserted in the center comes out mostly clean. Let cool completely.
Glaze

Prepare the Glaze
In a small saucepan, heat the heavy cream over medium heat until it just begins to simmer. Remove from heat and add the dark chocolate chips and Cabernet Sauvignon. Stir until the chocolate is completely melted and the mixture is smooth.

Glaze the Brownies
Once the brownies are cooled, pour the chocolate Cabernet glaze over the brownies, spreading it evenly. Allow the glaze to set.

Make the Ice Cream
In a mixing bowl, whisk together the heavy cream, sweetened condensed milk, peanut butter, and vanilla extract until well combined. Pour the mixture into an ice cream maker and churn according to the manufacturer's instructions until it reaches a soft-serve consistency.

Transfer the ice cream to a container and freeze for at least 4 hours or until firm.
