In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Whisk together until well combined. Gradually add the cold sparkling water, stirring until the batter is smooth and free of lumps.

Heat the Oil
In a deep frying pan or a heavy-bottomed pot, heat the vegetable oil over medium-high heat. To test if the oil is ready, drop a small amount of batter into the oil; if it sizzles and rises to the surface, the oil is ready.

Batter the Cheese Curds
Take the Ellsworth cheese curds and dip them into the prepared batter, ensuring they are completely coated.

Fry the Cheese Curds
Carefully place the battered cheese curds into the hot oil in batches. Fry until golden brown and crispy, about 3-4 minutes. Remove them with a slotted spoon and place them on a paper towel-lined plate to drain excess oil.
