    In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and cayenne pepper. Gradually whisk in the cold water until the batter is smooth and well combined.

    In a deep skillet or frying pan, heat the vegetable oil over medium-high heat until shimmering. To test if the oil is ready, drop a small amount of batter into the oil; it should sizzle and float to the surface.

    Dip each fish fillet into the batter, allowing excess to drip off. Carefully place the battered fish into the hot oil, frying in batches to avoid overcrowding. Fry for about 3-4 minutes per side, or until golden brown and cooked through. Remove and drain on paper towels.
