Prepare the Tartar Sauce
In a bowl, mix mayonnaise, finely chopped pickles, lemon juice, and sugar. Season with salt and pepper to taste. Set aside.

Prepare the Batter
In a large bowl, mix together flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in beer or sparkling water until smooth.

Fry the Haddock
In a deep skillet, heat vegetable oil over medium-high heat. Dip haddock fillets in the batter, allowing excess to drip off. Fry in hot oil until golden brown and cooked through, about 4-5 minutes per side. Remove and drain on paper towels.

Assemble the Sandwich
Toast the buns if desired. Place a fried haddock fillet on the bottom half of each bun, top with cabbage slaw, and a generous dollop of tartar sauce. Close the sandwich with the top half of the bun.
