Prepare the Jalapenos

Slice the jalapenos in half lengthwise and remove the seeds for a milder flavor. If you prefer more heat, leave some seeds in.

Make the Batter

In a mixing bowl, combine the all-purpose flour, cornmeal, baking powder, salt, and black pepper. Gradually add water and whisk until smooth.

Heat the Oil

In a deep frying pan, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

Fry the Jalapenos

Dip each jalapeno half into the batter, allowing the excess to drip off. Carefully place them in the hot oil and fry until golden brown, about 3-4 minutes. Remove and drain on paper towels.

Cook the Fish

In a skillet over medium heat, add olive oil. Once hot, add the white fish fillets and cook for about 3-4 minutes on each side until they are cooked through and flaky.

Sauté the Vegetables

In the same skillet, add the minced garlic, diced bell pepper, onion, and tomato. Sauté until the vegetables are tender, about 5-7 minutes.

Add Seasoning

Stir in the lemon juice, salt, black pepper, and chopped cilantro. Mix well and cook for another 1-2 minutes.

Combine with Fish

Flake the cooked fish into the vegetable mixture and stir gently to combine. Remove from heat.

Prepare the Lettuce

Gently wash and pat dry the Bibb lettuce leaves. Set aside.

Caramelize the Onions

In a small skillet, heat a bit of olive oil over medium heat. Add sliced onions and cook slowly, stirring occasionally, until they turn golden brown and caramelized, about 10-15 minutes.

Assemble the Dish

Place a spoonful of the fish veggie sauce in the center of each Bibb lettuce leaf, top with caramelized onions, and serve immediately.
