    In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

    In the same pot, melt the butter over medium heat. Stir in the flour and cook for 1-2 minutes to form a roux. Gradually whisk in the milk, stirring constantly until the mixture thickens.

    Reduce heat to low and add the cheddar, Monterey Jack, Parmesan, and cream cheese to the sauce. Stir until the cheeses are melted and smooth.
