Prepare the Chicken
In a large bowl, season the quarter chicken with salt, black pepper, and garlic powder. Pour the buttermilk over the chicken and marinate for at least 2 hours or overnight in the refrigerator.

Dredge the Chicken
In a separate bowl, mix the all-purpose flour with a pinch of salt and pepper. Remove the chicken from the buttermilk and dredge each piece in the flour mixture until well-coated.

Fry the Chicken
In a deep skillet or fryer, heat vegetable oil to 350°F (175°C). Carefully add the coated chicken pieces, frying in batches if necessary, for about 12-15 minutes or until golden brown and cooked through. Remove and drain on paper towels.

Serve
Serve the fried chicken hot with peppercorn gravy poured over it, alongside biscuits and a scoop of house chow chow.
