Prepare the Beef
Cut the beef sirloin into small, bite-sized pieces.

In a large skillet, heat the vegetable oil over medium heat. Add the diced onion and minced garlic, and sauté until the onion is translucent.

Add the Beef
Increase the heat to medium-high and add the beef pieces. Cook until browned, stirring occasionally.

Season the Mixture
Add the berbere spice mix and salt to the skillet, stirring to coat the beef evenly.

Add Bell Pepper and Tomato
Chop the bell pepper and tomato, and add them to the skillet. Cook for an additional 5 minutes until the vegetables are tender.

Remove from heat and garnish with chopped fresh cilantro before serving.

Prepare the Batter
In a large mixing bowl, combine the teff flour, water, and salt. Mix well until there are no lumps.

Cover the bowl with a clean cloth and let it sit at room temperature for 2-3 days to ferment. The batter will develop a sour smell and bubbles will form.

Cook the Injera
Heat a non-stick skillet or griddle over medium heat. Pour a ladleful of batter onto the skillet, swirling to cover the surface. Cook until bubbles form and the edges lift, about 2-3 minutes.

Remove the injera and let it cool on a plate. Repeat with the remaining batter, stacking the cooked injera on top of each other.

Mix in the baking soda to the remaining batter before cooking the last few injera to make them a bit fluffier.
