In a small bowl, combine brown sugar, paprika, garlic powder, onion powder, cayenne pepper, salt, and black pepper. Mix well until all ingredients are evenly distributed.

Pat the beef brisket dry with paper towels. Rub the dry rub mixture generously over the entire surface of the brisket, ensuring it is evenly coated. Wrap the brisket in plastic wrap and refrigerate for at least 4 hours, preferably overnight.
