Prepare the Cauliflower
Preheat your oven to 375°F (190°C). Cut the cauliflower into florets and steam them for 5-7 minutes until just tender. Drain and set aside.

Make the Cheese Sauce
In a saucepan, melt the butter over medium heat. Add the minced garlic and sauté for 1 minute until fragrant. Stir in the flour and cook for another minute. Gradually whisk in the milk, stirring continuously until the mixture thickens. Add the gruyère cheese, salt, pepper, and nutmeg, mixing until the cheese is melted and the sauce is smooth.

Combine and Assemble
In a baking dish, arrange the steamed cauliflower florets. Pour the cheese sauce over the cauliflower, ensuring it is evenly covered. Sprinkle the grated parmesan cheese and bread crumbs on top.

Bake in the preheated oven for 25-30 minutes, or until the top is golden and bubbly. Remove from oven and let it cool slightly before serving.
