Prepare the Beef
Cut the chuck roast into large chunks and season with salt and black pepper. In a large pot or Dutch oven, place the beef, beef broth, bay leaves, cumin, oregano, garlic cloves, and whole onion.

Cook the Beef
Bring the mixture to a boil, then reduce heat to low. Cover and simmer for 3-4 hours, or until the beef is tender and easily shredded.

Prepare the Chilies
While the beef is cooking, remove the stems and seeds from the guajillo and ancho chilies. Toast them in a dry skillet over medium heat for about 2-3 minutes until fragrant.

Make the Sauce
In a blender, combine the toasted chilies, cinnamon stick, cloves, tomato, and water. Blend until smooth. If needed, add more water to reach desired consistency.

Prepare the Tortillas
In a separate skillet, lightly toast the corn tortillas on both sides until warm and pliable.

Serve the tacos with lime wedges on the side for squeezing over the top.
