Preparing the Filling

Cook the Ingredients
In a large mixing bowl, combine the cooked rice, shredded chicken or beef, black beans, chopped bell pepper, chopped onion, and chopped cilantro. Mix well until all ingredients are evenly distributed.
Assembling the Burrito

Fill the Tortillas
Lay a large flour tortilla flat on a clean surface. Spoon a generous amount of the filling mixture onto the center of the tortilla, then sprinkle with shredded cheese and a dollop of sour cream.

Wrap the Burrito
Fold the sides of the tortilla over the filling, then roll it tightly from the bottom to the top to form a burrito. Repeat with the remaining tortillas and filling.

Make the Sauce
In a saucepan over medium heat, combine the enchilada sauce, diced tomatoes, chili powder, garlic powder, cumin, salt, and black pepper. Stir well and let it simmer for about 5 minutes until heated through.

Smother the Burritos
Preheat your oven to 350°F (175°C). Place the wrapped burritos in a baking dish and pour the prepared sauce evenly over the top of each burrito.

Bake
Cover the baking dish with aluminum foil and bake for 20-25 minutes. Remove the foil in the last 5 minutes of baking to allow the cheese to melt and bubble.

Serve
Remove from the oven, let cool slightly, and garnish with extra cilantro if desired. Serve hot with additional sour cream on the side.
