Prepare the Vegetables
Wash and chop the red bell pepper, onion, and scallions into thin slices. Cut the broccoli into bite-sized florets. Rinse the snow peas and set them aside.

Prepare the Sauce
In a small bowl, mix together the soy sauce, grated ginger, honey, and sesame oil until well combined.

Steam the Fish
In a steamer basket, place the tilapia fillets. Pour half of the sauce mixture over the fish. Layer the chopped vegetables (bell pepper, garlic, onion, broccoli, snow peas, and scallion) on top of the fish. Drizzle the remaining sauce over the vegetables.

Steam the Dish
Cover the steamer and steam over medium heat for about 15-20 minutes, or until the fish is cooked through and flakes easily with a fork. Ensure the vegetables are tender but still vibrant in color.

Garnish with Cilantro
Once cooked, carefully remove the steamer from the heat. Transfer the steamed fish and vegetables to a serving platter and sprinkle fresh cilantro on top for garnish.
