    Prepare the Base

    In a large pot, heat the olive oil over medium heat. Add the chopped onion and fennel, sautéing until softened, about 5-7 minutes.

    Add Garlic and Tomatoes

    Stir in the minced garlic and cook for 1 minute until fragrant. Add the diced tomatoes and stir well.

    Make the Broth

    Pour in the fish stock and white wine. Bring the mixture to a simmer and let it cook for about 10 minutes.

    Add Seafood

    Add the mussels and shrimp to the pot. Cover and cook for about 5 minutes, or until the mussels have opened and the shrimp are pink.

    Finish with Whitefish

    Gently add the whitefish and season with red pepper flakes, salt, and black pepper. Cook for an additional 5-7 minutes, until the fish flakes easily.
