Bake the Cake
Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

Add Boiling Water
Carefully stir in the boiling water until the batter is well combined (the batter will be thin).

Bake
Divide the batter evenly between the prepared pans. Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.

Cool the Cakes
Remove from the oven and let the cakes cool in the pans for 10 minutes before transferring to a wire rack to cool completely.

Prepare the Mousse
Melt the semi-sweet chocolate in a double boiler or microwave. Let it cool slightly.

Whip the Cream
In a separate bowl, whip the heavy cream until stiff peaks form. Fold in the melted chocolate until well combined.

Layer the Cake
Once the cakes are cool, place one layer on a serving plate. Spread half of the chocolate mousse over the first layer.

Add Second Layer
Top with the second layer of cake and spread the remaining mousse over the top.

Chill
Refrigerate the cake for at least 2 hours to set the mousse.

Glaze with Chocolate
Before serving, melt additional chocolate and pour it over the top of the cake, allowing it to drip down the sides.

Garnish with chocolate shavings before serving.
