Prepare the Cake
Preheat the oven to 350°F (175°C). Grease and flour a 9x13 inch baking dish.

In a large bowl, combine flour, sugar, cocoa powder, baking powder, baking soda, and salt. Mix well.

Pour the batter into the prepared baking dish and bake for 30-35 minutes or until a toothpick inserted in the center comes out clean. Let cool.

Prepare the Soaking Mixture
In a bowl, mix together the Baileys and remaining heavy cream. Set aside.

Assemble the Cake
Once the cake is cool, poke holes all over the top with a fork. Pour the Baileys and cream mixture evenly over the cake, allowing it to soak in.

Prepare the Chocolate Mousse
Melt the chocolate chips in a microwave or double boiler. Let cool slightly.

In a separate bowl, whip the remaining heavy cream with powdered sugar until soft peaks form. Gently fold in the melted chocolate until combined.

Spread half of the chocolate mousse over the soaked cake. Layer with another cake layer if desired, then spread the remaining mousse on top.

Chill and Serve
Refrigerate the cake for at least 2 hours to set the mousse before serving.
