Dough Preparation

Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, baking powder, sugar, and salt. Whisk together until well blended.

Add Wet Ingredients
Make a well in the center of the dry mixture and add the water and vegetable oil. Mix with a spoon until the dough begins to come together.

Knead the Dough
Transfer the dough to a lightly floured surface and knead for about 5-7 minutes until smooth and elastic.

Rest the Dough
Cover the dough with a damp cloth or plastic wrap and let it rest for 30 minutes.

Cook the Chicken
In a pot of boiling water, cook the chicken breast until fully cooked, about 15 minutes. Remove and let cool.

Shred the Chicken
Once the chicken is cool enough to handle, shred it into small pieces.

Mix Filling Ingredients
In a bowl, combine the shredded chicken, soy sauce, minced ginger, minced garlic, sesame oil, chopped green onions, cornstarch, and pepper. Mix until well combined.
Assembling and Steaming

Divide the Dough
After the dough has rested, divide it into 8 equal pieces. Roll each piece into a ball and then flatten it into a disc shape.

Fill the Buns
Place a spoonful of the chicken filling in the center of each disc, then fold the edges up and pinch them together to seal.

Prepare for Steaming
Line a steamer basket with parchment paper to prevent sticking. Arrange the buns in the basket, leaving space between each one.

Steam the Buns
Bring water to a boil in a pot and place the steamer basket over it. Cover and steam the buns for about 15 minutes until they are fluffy and cooked through.
