Cook the Pasta

Bring a large pot of water to a boil. Add salt and cook the elbow macaroni until al dente, according to package instructions. Drain and set aside.
Prepare the Cheese Sauce

Gradually whisk in the milk and heavy cream. Cook, stirring constantly, until the mixture thickens, about 5–7 minutes.

Reduce heat to low and stir in cheddar, Gruyère, and Parmesan cheese until melted and smooth.

Season the sauce with garlic powder, paprika, salt, and black pepper. Stir well to combine.
Assemble the Mac & Cheese

Preheat the oven to 375°F (190°C).

In a large mixing bowl, combine the cooked macaroni, cheese sauce, lump crab meat, and green onions. Gently fold together until evenly mixed.

Transfer the mixture to a greased 9x13 inch baking dish.
Prepare the Topping & Bake

In a small bowl, mix panko breadcrumbs, melted butter, Parmesan cheese, and paprika.

Sprinkle the topping evenly over the macaroni mixture.
