Prepare the Bean Dip

Combine the Beans
In a large mixing bowl, combine the canned black beans, pinto beans, and refried beans. Use a fork or a potato masher to mash the beans to your desired consistency, leaving some chunks for texture.

Add Vegetables
Stir in the fresh cilantro, diced tomatoes, chopped onion, and minced garlic into the mashed beans until well combined.

Season the Dip
Add ground cumin, chili powder, salt, black pepper, and lime juice to the mixture. Stir well to combine all the flavors.

Incorporate Sour Cream and Cheese
Gently fold in the sour cream and shredded cheese until evenly distributed throughout the dip. Set the dip aside.
Prepare the Chips

Cut the Tortillas
Cut the tortillas into wedges (about 8 pieces per tortilla) to create chips.

Fry the Chips
In a deep pan, heat the vegetable oil over medium-high heat. Once the oil is hot, carefully add the tortilla wedges in batches, frying until they are golden brown and crispy, about 2-3 minutes.

Drain the Chips
Remove the chips from the oil with a slotted spoon and place them on paper towels to drain excess oil. Season with salt to taste while they're still warm.

Plate the Dip
Transfer the bean dip to a serving bowl and garnish with additional cilantro or cheese if desired.

Serve the bean dip hot with the freshly made tortilla chips on the side for dipping.
