In a large bowl, whisk together flour, sugar, baking powder, and salt until well combined.

Combine Mixtures
Pour the wet ingredients into the dry ingredients and stir gently until just combined. Do not overmix; a few lumps are fine.

Add Chocolate Chips
Fold in the chocolate chips gently into the batter.

Cook Pancakes
Heat a non-stick skillet or griddle over medium heat. Pour 1/4 cup of batter onto the skillet for each pancake. Cook until bubbles form on the surface, about 2-3 minutes, then flip and cook another 1-2 minutes until golden brown.

Serve the pancakes warm, topped with fresh whipped cream and a drizzle of chocolate syrup.
