In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and free of lumps.

Heat the Oil
In a deep frying pan or a deep fryer, heat the oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and rises to the surface, it's ready.

Coat and Fry the Fish
Dip each fish fillet into the batter, allowing any excess to drip off. Carefully place the battered fish into the hot oil and fry for about 4-5 minutes on each side, or until golden brown and cooked through. Remove with a slotted spoon and place on paper towels to drain excess oil.

Prepare the Potatoes
Peel the russet potatoes and cut them into thick strips to form chips. Rinse the cut potatoes under cold water to remove excess starch, then pat them dry with a clean kitchen towel.

In a separate pot, heat the oil to 350°F (175°C). Carefully add the potato strips in batches and fry for about 6-8 minutes, or until they are golden and crispy. Use a slotted spoon to remove them from the oil and place them on paper towels. Season with salt and pepper immediately.
